Act No. 15 of the year 2026
An Act made to provide for systematization of production, exhibition and distribution of motion picture.
 


PREAMBLE

Whereas, it is expedient to systematize the production, exhibition and distribution of motion picture throughout the Kingdom of Nepal for the convenience of the people in general.

Now, therefore, His Majesty the King Mahendra Bir Bikram Shah Dev has, on the advice and with the consent of the Rastriya Panchayat, enacted this Act.

  1. Short title, extent and commencement
  2. Definitions: Unless the subject or the context otherwise requires, in this Act
  3. License to be obtained for Production, Distribution and Exhibition of Motion Picture
  4. License to be obtained for operation of Cinema Hall after its construction
  5. Cinema Hall to be constructed
  6. Inspection of Cinema Hall
  7. Film Censor Board
  8. Censor of Motion Pictures
  9. Documentary also be required to exhibit
  10. Constitution of the Film Development Board
  11. Powers of His Majesty's Government:
  12. Punishment and Appeal
  13. Power to frame Rules
  14. Recognition of the licenses issued before the commencement of this Act

MOTION PICTURE RULES 2057

Motion Picture (Production, Exhibition and Distribution)
RULES, 2057. ( 2000 A.D.) (Not Amended)

In exercise of powers conferred by Section 13 of the Motion Picture (Production, Exhibition and Distribution) Act, 2026 B.S. (1969 A.D.), His Majesty's Government has framed the following Rules:

  1. Short title and commencement
  2. Definitions: Unless the subject or the context otherwise requires, in these Rules
  3. License to be obtained: Any person desiring to obtain license shall be required to submit an application along with the recommendation of the Board in the following format
  4. License to be granted: If it is found reasonable to grant the license upon scrutiny the application submitted pursuant to Rule 3, the Ministry shall issue a license in the following format upon receipt the fee as mentioned in Rule 5
  5. License fee: While obtaining the license pursuant to Rule 4, the following fee shall be imposed
  6. To categorize Cinema Hall on the basis of facilitie:
  7. Cinema Hall Inspecting Committee
  8. Cinema Hall caused to be inspected
  9. Duration of license
  10. Renewal of license
  11. Terms to be followed by the Licensee: The licensee shall abide by the terms as stipulated in the license to produce, distribute, and exhibit or to operate by constructing a cinema hall.
  12. Sale or transfer of license
  13. Provisions of Liaison Officer
  14. Compensation Assessment Committee
  15. Functions, duties and powers of Liaison Officer: The functions, duties and powers of the Lesion Officer shall be as follows
  16. Constitution of Motion picture Censor Board
  17. Motion Pictures to be censored
  18. Motion Pictures not to be re-censored
  19. Time to exhibit motion pictures
  20. Ticket rate and classes
  21. Constitution of the Film Development Board
  22. Procedure relating to Board meeting
  23. Meeting allowance
  24. Functions, duties powers of the Board
  25. Auditing: Auditing of the Board's accounts shall be made by the Office of the Auditor General
  26. Determination of Procedures
  27. Directives may be given
  28. Film Festival may be conducted: Any one may conduct film festival with the approval of the Board
  29. Repeal and saving
